change a link in a webpage to goldenrod color

add id=”link” to the anchor tag under the text tab of a page editor. Should look like this:

updating the guidelines

1. upload new guidelines as a pdf in media.
2. copy the URL of pdf from media editor page
3. go to location(s) to be changed, swap out the link
4. be sure to change all links – on service page and any individual subcommittee page
